RENTAL HOUSING

  • The Department of Human Settlements has published a comprehensive document prescribing norms and standards for all rental housing:
    • to be incorporated in the national housing and human settlements code, and
    • including:
      • hostel development
      • social housing, and
      • private small-scale and backyard rentals.

 

ELECTRICITY GENERATION

  • The Department of Mineral Resources and Energy has gazetted amendments to Schedule 2 of the Electricity Generation Act, which provides for:
    • exemptions from the obligation to apply for and hold a licence, and
    • stipulates which electricity generating facilities exempt from licensing requirements for certain activities are nevertheless obliged to register with the regulator.

 

MONEY LAUNDERING AND TERRORISM FINANCING CONTROL

  • National Treasury has gazetted amendments to the 2001 money laundering control regulations, which:
    • will be in force from 1 February 2023, and
    • focus on international fund transfer reporting.
  • A presidential proclamation in the Government Gazette has confirmed that Sections 31 and 56 of the recently amended Financial Intelligence Centre Act will come into effect on 1 February 2023.
    • Section 31 deals with the conveyance of cash to and from South Africa.
    • Section 56 makes it an offence for an accountable institution to fail to report an electronic transfer.
